What the single window is for
Tanzania reports TeSWS to the WTO under Article 10.4 of the Trade Facilitation Agreement, the single window article 2.
TRA said at a June 2026 event in Zanzibar that customs clearance there involves more than 14 institutions. TRA said a single window would let many agencies work through one digital gateway 3.
Status by phase
The table follows the WTO records. Each line gives the status the record reports.
| Stage | What the record says | Status |
|---|---|---|
| Phase one 1 | First phase completed 1 | Pilot level 1 |
| Phase two 2 | Second phase completed 2 | Complete 2 |
| Phase three 2 | Third phase in its final stage 2 | In progress 2 |
| Other government departments 2 | They reach TeSWS through the portal, not by direct system-to-system links 2 | Integration pending, slowed by budget and technical limits 2 |
WTO dates and the extension
Tanzania classed the single window as a Category C measure, and the WTO committee status reads approved 2. The record lists these dates.
Assistance Tanzania asked for
The record says the remaining 391 clearing agents will be trained 2.
How TeSWS relates to other systems
TANCIS remains the customs declaration system. TRA said in January 2025 that the enhanced TANCIS links with 36 institutional systems 4. Port charges are billed through the TPA Electronic Payment Portal (TePP) 5. The TRA home page links a portal labelled TANESW 6.
Zanzibar is building its own single window. TRA reported on 2 June 2026 that the Korea Customs Service supports the project 3. That system is at the announced stage in the source.
The CAG information systems report for FY 2024/25 found that the Tanzania Bureau of Standards application system is not integrated with TANCIS 7.
