Last checked 24 October 2026 · 6 sources

Short answer

TRA runs an Electronic Cargo Tracking System (ECTS) to monitor transit cargo under customs control. A provider statement says it went live in 2012 1. A TradeMark Africa project with TRA ran from April 2019 to June 2021 2. In 2023 the Central Corridor agency supported a control room on the 17th floor of TRA House in Dar es Salaam 3. Kenya, Uganda and Rwanda use a separate regional system, RECTS. Tanzania had not joined it as of February 2019 4.

What the Tanzanian system does

TradeMark Africa describes the ECTS as a web-based solution for real-time monitoring of transit cargo under customs control. Its project page lists TRA as the implementing partner for April 2019 to June 2021 2. The page lists planned outputs such as system work, integration and rapid response units. It does not report results 2.

A 2013 statement from Savi Technology says the TRA system aims to identify illegal diversion of goods and improve revenue. Savi says TRA certified the link between the SGS OMNIS tracking service and the TRA system 1. This is a company statement, not a TRA notice.

The regional RECTS

Writing in WCO News in February 2019, the Uganda Revenue Authority RECTS project manager said Kenya and Rwanda adopted Uganda's system and the three share one platform. One seal type is used in all three, so seals no longer need to be removed at borders 4.

The same article said about 21% of transit cargo was monitored electronically as of December 2018. Only very high risk or sensitive cargo is included 4. It said transit time for tracked cargo fell from 1.9 days in 2014 to 1.6 days in 2018 4.

The New Times reported in April 2017 that the Rwandan part cost US$4.5 million, funded by DFID through TradeMark East Africa 5.

Transporters under customs control

Transporters who carry goods under customs control need a TRA licence on form C.28 or C.40. The bond is TZS 10,000,000, or TZS 50,000,000 for both. The licence fee is US$200 per carrying unit 6. Applicants need a LATRA carrier's licence and proof of membership in a recognised association 6.

What is not confirmed

No current TRA notice on ECTS fees, device suppliers or the share of transit cargo tracked in Tanzania was found for this page. The facts above come from the dated sources listed 2.
